Sewage Disposal in Southwest Kosovo Phase IV (Peja) -Accompanying Measures
The primary objective of this project was to support RWC Hidrodrini in establishing the necessary capabilities to operate and maintain the wastewater collector sewers and treatment plant implemented as part of this project.
Furthermore, Hidrodrini aimed to develop systems and procedures that would facilitate the expansion of their services to encompass effective wastewater collection and treatment within their service area, which includes the Municipalities of Peja, Deçan, Istog, Kline, and Junik.
A key focus of the project was to ensure that the wastewater business operated by Hidrodrini was financially sustainable, covering its costs while remaining socially affordable. Moreover, the project aimed to ensure that the provision of wastewater services resulted in adequate hygiene levels through efficient wastewater and sludge disposal.
The Consultant has played a pivotal role in supporting RWC Hidrodrini throughout the development and implementation of sustainable operation and maintenance strategies, along with the necessary procedures to achieve this objective.
Continuing their support beyond the project’s completion, the Consultant will provide training measures to ensure the continuity of newly established practices and systems by RWC Hidrodrini.
The overriding outcomes to be reached by RWC Hidrodrini, with the support of the two teams of consultants, are defined as follows: Firstly, Outcome A aims to provide improved access to sanitation and adequate wastewater treatment services at socially acceptable prices. Secondly, Outcome B focuses on transforming RWCH into a modern and efficiently operating company. Lastly, Outcome C seeks to establish a functional and robust institutional and regulatory framework.
The services provided by the Consultant teams encompass a wide range of activities. This includes the adjustment and refinement of the organizational structure, assistance in business planning, support in tariff preparation and proposals, planning and development of human resources, public awareness, information, and communication initiatives, finance and administration support, project management assistance, development of an industrial wastewater management concept, engaging in policy dialogue, and formulating a sludge management concept.
To ensure a smooth transition, the Consultant team provides support to RWCH prior to the commissioning of the new wastewater treatment plant (WWTP) for a period of 6 months. Following the commissioning, the Consultant extends their support for 24 months in the day-to-day operations and maintenance of the new WWTP, designed to accommodate approximately 80,900 population equivalents, in compliance with EU Directive 91/271/EEC.
