Mitrovica Wastewater Development Project – Financial and Operational Performance Improvement Programme (FOPIP)

OVERVIEW

The Financial and Operational Performance Improvement Programme (FOPIP) for the Regional Water Company Mitrovica is an important initiative implemented within the framework of EBRD investments, aimed at strengthening the company’s financial resilience, operational efficiency and overall quality of service. As part of this assignment, Hidroing-DK is working together with Sachsen Wasser GmbH, Germany, combining international utility management expertise with strong local knowledge to support sustainable and measurable improvements across the organisation.

The programme takes a comprehensive approach, covering the company’s key financial, commercial, technical and institutional functions. It includes the assessment of current performance, identification of priority areas for improvement, development of practical action programmes, and hands-on support for their implementation. Particular focus is placed on strengthening financial and regulatory performance, improving billing and collection, reducing Non-Revenue Water (NRW), enhancing operations and maintenance, improving asset management and GIS systems, developing human resources, and strengthening customer-oriented services.

Beyond improving day-to-day performance, the programme is designed to help RWC Mitrovica build a stronger, more efficient and future-ready utility. It also supports the company in preparing for the operation of new wastewater infrastructure, improving business and investment planning, and introducing stronger performance monitoring and reporting systems. Through this integrated approach, the project contributes to more reliable water and wastewater services, better use of resources, stronger institutional capacity, and ultimately improved services for the people and communities of the Mitrovica region.
