WSWW Programme South-West Kosovo VI – Consultant to KTA for General Programme Implementation
The Accompanying Measures component is designed to provide support to the Kosovo Trust Agency (KTA) in the planning and implementation of institutional development activities within the water sector in Kosovo.
The role of the consultant working with the KTA is to act as a facilitator throughout this process. The consultant must ensure the overall quality of the process and its outcomes, facilitate productive discussions among various stakeholders, critically review concepts, and contribute valuable ideas to enrich the overall discussion.
In terms of the desired outcomes for the Accompanying Measures component, the following objectives are expected to be achieved:
The incorporation of Water Companies operating within the Drin River Basin is based on a suitable conceptual framework.
The development and agreement upon a sustainable strategy that focuses on the long-term viability and success of the water companies within the Drin River Basin, in collaboration with relevant stakeholders. This strategy should address key aspects such as operational efficiency, financial sustainability, and effective governance.
These outcomes aim to enhance the overall functioning and effectiveness of the water sector in Kosovo, promoting its sustainability and enabling it to meet the needs of the population effectively.
The General Programme Implementation encompasses various key activities aimed at ensuring effective management and development within the water sector in Kosovo.
This includes the Management Contract for the RWS Entity in Gjakova, which involves overseeing the operational and administrative aspects of the entity to ensure smooth functioning and optimal performance. Additionally, a crucial task is the development and implementation of an Incorporation Strategy for the seven Regional Water Companies (RWCs) across Kosovo.
This strategy focuses on integrating these companies into a cohesive framework, streamlining operations, and enhancing overall efficiency. Management Strategy is being developed specifically for the RWCs in Prizren, Peja, and Gjakova, located in the South-West region of Kosovo. These measures collectively contribute to the overall improvement and advancement of the water sector in Kosovo, ensuring enhanced management practices and the long-term viability of the RWCs.
