In making a sustainable neighborhood, the Regulatory Plan principles seek to, promote high-density urban growth and maximize land efficiency, promote sustainable, diversified, socially equal communities in economically practical ways.

Optimize the use of land and provide an interconnected network of streets which facilitate safe, efficient, and pleasant walking, cycling, and driving, raising local production and local consumption. Provide a diversity of housing types to cater to the diverse housing needs of the community.

These principles promoted by the Plan are meant to foster sustainable urban development by creating a livable and efficient zone.
